It's like the saw the weapon limit in Breath of the Wild and thought "Let's do that", not realizing that only existed so you couldn't horde weapons and actually had to pick and choose

No, your character is just that bad at packing things to begin with. Fold cloth and paper items instead of crumpling them. Remove packaging from items in packages. Arrange items so as to minimize wasted space in between. It can make a huge difference.
