The Pokemon have been just bit players and comic relief for a while now, the writers don’t care about them. They’re accessories to humans. Amazingly, the anime actually does a better job of characterizing them than the games by giving them a little bit of personality and some scenes. In the games, they’re all basically interchangeable and don’t really matter.
It’s always been focused on the humans above all. And now that they figured out fujos spend a lot of money, it’s focused on humans in a way that appeals to them.

Eating being a set-up to start an episode has always been a mark of bad writing to compensate for the writers lack of creativity. This happens with anime like Railgun where most arcs start with the main cast eating in a family restaurant or in modern day superhero comics where the feminist writers have the superheroes constantly eat or even just cook food since that is their limit of their creativity.
Since Ash's personality has been utterly gutted since SM there is no other way for the writers to start an episode other than maybe start with a battle. Ditto for Goh who has no personality is just the "gay prodigy best friend".
