Because "Satan" as you are describing it doesn't exist. It is not a balanced theology of good and evil gods, but a single god and instruments of will.

Because Giratina was being a rebellious brat and as punishment was banished. It wanted revenge so it worked with Volo who shared the goal of encountering Arceus.

Professor Laventon says Giratina being defeated by the player basically gave it whiplash and it now wanted to protect the region from threats like Volo. Which directly leads into the events of Platinum when Giratina came out to slap Cyrus’ shit when he tried to destroy the world.
