It's because Lucas' hat is really awful. In his contest outfit he's not bad. BDSP helped make Lucas a lot better by freeing his hair from the hat prison.
He also had a contest outfit in the original games without his hat, but the sprite was so small and moids don't really like contests anyways, so he didn't get much art. Didn't help that the anime didn't bother to feature him either.
