also theres lots of magikarps there, because of Gyarados which learns dragon rage from levelling up.

I understand why the seahorse is a Dragon type, what doesn't make sense is how an item that evolves a Kanto native pokemon was only found in Johto, or why Seadra wasn't a dragon type in the first place if it naturally had the ability. Obviously both of those have real-life explanations, but there aren't good in-universe ones.

Horsea is native to Johto AND Kanto.

It is a known fact that evolution items alter the Pokémon's biology when evolving e.g. Onix gets a coat of steel due to the Metal Coat, Rhydon gets an extra protective layer due to the Protector, Scyther gets stone axes due to the Black Augurite etc.

At least post the superior Crystal version.

this was literally only true in Gen 2. In Gen 1 you can fish a dratini out of the local zoo or buy one in a fucking video arcade
Gen 3 put Bagon in a good place but nonsensical evos like Swablu—> dragon?? and Trapinch—> dragon?? were retarded and made dragon types a little too easy to get. I like the idea of their being less-pseudo legendary dragons (mostly to pad out a dragon tamer’s team so we dont get a repeat of Lance’s 3 dragonites) but some of the new dragons have been stupid
Ironically Gen IV got it right, even if Gible is available a little too early in the game

the only problem was the decision to make the type so scarce, all gen 1 and 2 had were dratini line and kingdra regarding actual type assignment. then there was charizard, tyranitar, gyarados, lugia kinda, etc. they were more just a group of powerful draconic monsters than a proper type, like bird or rodent pokemon.
sure some dragons should be mythical and revered in the game world but its nice also having some lesser lizards in the mix
