Submits batched transactions to L1 at set intervals

It uses optimistic roll up. Which means as a user you optimistically assume that the validation will not cheat on the transactions. There is a long period of time where the transactions are not final. If they do cheat you can post a proof to the main chain and it will revert all the transactions that happened after the validator cheated.
