It's true in the sense of you can't force an ace, they develop naturally through their work and relationship with the crowd. I hate to bring that organization up but Mayu is a good example of how an ace organically develops.
Truthfully TJPW haa a good future core in Miu, Hikari, Arai, Suzume and Arisu and Arai is definitely going to be THE ace if she makes wrestling a permanent career. Realistically their current ace should probably be Rika or Mizuki.
