Everyone else feels like a no go. Franky and Robin have huge issues with the Marines Sanji wouldn't be able to actively pursue All Blue as a Marine chef and Jimbei barely wanted to be a shichibukai, let alone an actual officer.

Chopper actually might be a no go simply because the crew would already have a doctor by necessity and not need a new one. The crew would never go to Drum Island to begin with.
I can definitely see Marine Luffy being someone who sees how bad the system is and wants to fix it.
Fighting Axe Hand Morgan for being corrupt, fighting Arlong despite Arlong's deal with Nezumi.
Luffy, even as a pirate, has a very strong but near-sighted sense of justice. He sees wrongdoing and stops it. As a marine, I'd imagine he'd end up exposing corrupt members of his own side and it would be too scandalous to fire him once word gets out of all of the good he does.
I think Robin, Brook, and Jinbei are the only no-gos because they were actual pirates with bounties.
