Because more often then not she is just "le joker so edgy XD" or an annoying bitch.
There is a thin line to walk, happy sugar life does this well, not great, but well.
In my opinion, a good Yandere is a character who
>Understands the rules of society, and generally obeys the rules
>Knows what they are doing is wrong but does so anyway because they are obsessed.
>Is blinded by their obsession
The entire "ZOMG so crazy for MC" is just annoying, and being bitchy to the main character is just juvenile.

Satou understands the rules of the gray and dark parts of society thanks to Auntie and Shouko and uses them to her own ends. When her ends and those rules collide, her ends always came first of course. But that's the same for any yandere, their obsession must trump all in the end.

The moral frameworks she worked under, both Auntie's and her own refutation of Auntie's, didn't view most of the things she did as wrong. Society at large was irrelevant to her. Nothing done to keep Shio in their castle was a wrong thing to do. Only Shio herself was able to shatter this view in Satou.

She was blinded by Shio, which led to their confrontation, but what did ultimately her in was her blindness towards her friendship with Shouko the Betrayer.

low tier mangaka have problems with making relatable/memorable characters, that's why it's so rare to see something that stands out
