Ninjas farting out fireballs and punching with energy dragons was a long time established thing present in folklore and lot of 70's movies. Kishimoto just took the concept and refined it to shounen standards of the time

It's just nippon battle wizards, nigga. That's it. It gives you a lot of flexibility but also allows for a metric fuckton of bullshittery and can be hard to write for if you want to keep your story consistent. Being focused on some very particular skillset makes for easier writing which is what you get with most garbage currently out.

Jutsu is vague enough that every new appearance characters could show up with a new power and have it be explained by a mysterious combination of hand seals + their elemental nature + super secret family techniques.
Compare to dragonball in which Kishimoto never actually explained how ki works, and every character has generic ki blasts and then one special ki blast that is a little different.
