WB straight up did not care, it had nothing to do with his dream and he probably didn't give a fuck because Roger found it first.
Big Meme wanted her utopia thing, and Kaido just wanted to embroil the entire planet in war, and there's no real guarantee the One Piece would give them either. Kaido in Wano kind of became like Croc in Alabasta, he was clearly just focused on amassing power and using the ancient weapons.
The other problem is now that when Roger found Laugh Tale he had to solve the mystery of the poneglyphs and how to find the island. Now everyone knows about them, and the Yonko pretty much each owned one, so to actually go for the One Piece you would have to take out the other yonko to do something. Kaido, Meme, and Shanks probably weren't willing to risk everything attacking each other for the Poneglyphs.

Yeah, Oda ends it in that time. Shueisha won't. They're forcing him to write more lore, so that One Piece can continue another 20+ years. They're doing this because Oda threatened to kill himself then and there without conclusion if he's not allowed to retire, and this is the compromise they arrived to.
