That's exactly what this joke is, it's a common scene in drama etc. that this is an entirely normal interaction but

is such a common anime trope that she expects something to happen because she's a huge autist. Being forced to explain the joke is physically painful.

As to why it's "generic", a full quarter of the country lives in Tokyo, which was built on a relatively wet area, and has huge drainage issues because of all the concrete. So, there are a lot of rivers, and every river has these giant artificial riverbanks to control flooding. It's a common scene because nearly every single person in the country has at some point stood on ground that looks absolutely identical to this.
