I say the largest gap is Freeza in his first appearance, he required the super saiyan transformation (x50), kaioken up to 20 times from just 4, massive zenkai power ups for all saiyans, potential unlock shit, Piccolo getting ultra strong at kaio and fusing with Nail.
Think about it at the start of Namek Vegeta is the strongest "hero" at 24.000, Freeza is rocking 530.000 up to 120.000.000 if he wanted to, he was pretty much a god that needs the dragon balls to be beaten.
Androids and Buu, were kinda reachable, 17 one shotted everyone yet Piccolo gets to that power only a couple of chapters later same with Goku fighting on par with the fat Buu, and Cell had to power up himself so he doesn't even count.
