I wonder about that? Would Light kill North Korean dissidents because they broke the law? Would he go out of his way to form an opinion of say Hungarian language legal procedures despite not speaking the language?
Now we know Light kills people that he deems useless to society, but are the Americans that are routinely caught off the streets for minor offenses and dragged to for profit prisons really worthless? If Light were to kill all the inmates countless businesses would go belly-up.
It's really difficult for 1 person to hold an internally consistent penal code that's both just and applicable world wide.
