The majority of crimes blacks commit are against other blacks, meaning any blacks light killed likely saved 1 or more other black people. So he either broke even or actively protected the black community.

I wonder about that? Would Light kill North Korean dissidents because they broke the law? Would he go out of his way to form an opinion of say Hungarian language legal procedures despite not speaking the language?

Now we know Light kills people that he deems useless to society, but are the Americans that are routinely caught off the streets for minor offenses and dragged to for profit prisons really worthless? If Light were to kill all the inmates countless businesses would go belly-up.
