Despite OP's incredible worldbuilding, bounty hunters are a whole rich and complex ecosystem, reflecting the influence of money and private nongovernmental commerce on how the world runs itself, which simply does not exist.

Maybe the Yonkou have too powerful a presence to allow for much bounty hunting. We know big name rookies almost always get crushed or absorbed by Yonkou when they break into the new world, like what happened with most the Supernovas. I imagine the majority of bounty targets in the new world are affiliated with the Yonkou in some shape or form, so even aiming for a smaller bounty would still end up picking a fight with the big boys. It would make sense that only a small number of people could consistently do that and get away with it.
