The Mami thing made Chizuru decide not to do it now while he might be in trouble. She cares about him at least that much to not just abandon him when he needs help.
It's also really ironic that Chizuru's speech about wanting a relationship is what gives Kazuya the resolve to confess. And it's sad how it's THAT moment, after the Umi convo, that he decided that he doesn't want anyone to take her away from him, because he literally just lost her minutes ago.

I am insinuating someone definitely kissed or fucked her and told her to quit stringing Kazuya along. Then she came back and had to psyche herself up to do it. And lost the nerve once he brought up that he was in trouble with Mami.
Before 218, I'd think no way she was actually doing anything more than a kiss but clearly Miyajima has had Umi and Chizuru fucking like pornstars on his mind for a long time so now anything goes.
Chances are it was just a kiss though. It would also be a direct parallel to someone (Nagomi) inviting Chizuru to a party and Ruka getting so upset at the sight of her she drags Kazuya into the back and pinned him down with a few hentai scenes. And then Kazuya saying this is so fucked up I need to break up NOW but suddenly couldn't because Chizuru needed help of her own with Sayuri.
There's also a second parallel to Umi taking a photo with Kazuya with a sly wink, just like Mami took with Chizuru on the beach day when she dragged Kazuya behind the rocks and kissed him. Which Kazuya also tries to break up with Chizuru immediately and doesn't because both Kibe stops him and sets up another moment where Chizuru needed saving.

Sono Bisque's couples are already at a "first base" basis; with Marin falling in love with Gojou. Fan works from this franchise are already murdering Reiji's works like... ...like that person can get away with it.
What Reiji should do instead is a complete restart from that point before the Paradise arc. Just make an arc where Kazuya and Chizuru has sex with each other, and THEN Mami tries to destroy everything and Ruka ends up making peace with Shun.
Reiji needs to burn the Paradise arc with fire and restart anew. But he won't because he's a hack.
