Because the example, Tsuki, had a case where the descendant inherited 3 cheat skills from 3 different ancestors. It wasn't an atavism because those powers worked in exactly the same way as in the ancestors.
The argument was that Makoto and Munemori don't have any relatedness at all, which is bunk on the basis that Japanese traits persist in hyumans and that they give cheats. Evidence of cheats is evidence of genes or some gene-like heridability and Japanese ancestry.
The fact that Munemori impregnated basically every hyuman woman in Elysia, and those hyumans then incested themselves and spread out to Lorel, means the Japanese traits are more highly conserved across generations than if every generation was outbred. It's a "tribe" basically.
