The water thing is in Flint if you're referring to the lead poisoning. All of Michigan has it I think, but Flint is the city that's usually associated with it
Detroit is actually getting better I read, and its population isn't decreasing very quickly now. Its northern suburbs (Oakland and Macomb counties) is the gentrified part of the metropolitan area, while many of the southern suburbs like Hamtramck and Dearborn are full of Arab immigrants nowadays.
The city grew due to the automobile industry (Cadillac was the man who founded Detroit, and Pontiac is a city nearby named after a native chief). Now that everything is outsourced it is in decline but it seems to be revitalising.
I don't have a very good impression of Salvador. Its history is as the main slave port to Brazil so it isn't very bright in that regard either. I don't know too much about it compared to the southern cities, but I do know the central district is named after a pillory which is a bit disturbing.
I do know a fair amount about the history of the state e.g. Ilheus, Itaparica, etc used to be separate administrative divisions.
