Blender It just works, is free, runs on everything and their mother, doesn't require 50 GB installer, is faster, has shit ton of addons and is improving faster than the others.

I had a gigabyte r7 370 2gb until the August of 2018 when I bought a slightly used EVGA 1070 FTW for 365 euros with shipping, and I sold it on January of 2022 for 380 euros because I knew that after that, prices of GPUs would drop and I was right
so here I am with a ryzen 5 1600 3.5GHz, 16gb RAM 2866MHz I think, a 240gb ssd (I need to get a better and newer one), a 2.5 inch HDD 640gb from a laptop and a EVGA supernova 650W 80 plus gold PSU (very good PSU, bought it for like 115 euros) and I put my old 370 2gb in the system because I rarely play games but I see how slow it can be so I will have to get a card some time in the future

depends on what you currently have and what you plan on using it for, my 1070ti can handle pretty much everything I throw at it in 4K resolution, only thing it can't keep up with is modern AAA games but those are hardly worth playing anyway, €400 sounds reasonable
