It's actually based on a true story. An actual teacher did that same experiment in an actual school in the 1960s. Not a German school, by the way, but an American one. The results and consequences were exaggerated in the film though. But it's not even the first film that was made about it. The first one from 1981 doesn't take quite as many liberties and doesn't escalate things much further than the actual events. Morton Rhue (yes, the same one who wrote the Columbine massacre novel) kinda built his career on writing the novelization of the whole thing.
As you can see, it's way more of an American phenomenon than a German one. In particular, the students being too stupid to understand how peer pressure and systematic re-education work without experiencing it themselves and then having the blinders pulled from them, should be the telltale sign that this is originally set in the US.

Some are. Those that were produced by German studios and/or filmed in Germany generally are.
Those made in Austria are only German by proxy of being German language films.
Those made in France and filmed mainly in French, of course, wouldn't usually be considered French films.
The most German thing he ever did was probably writing the screenplay for an episode of Tatort.
