He most likely started taking finasteride. It halts hair loss and prevents further thinning, but won't really regrow the hair that's already gone.

Pretty much. Although min by itself won't really do anything, as it promotes hair growth but won't stop the core issue. So if you're really far gone, you'll probably need to use both fin and min.
The other options are shaving it or getting a transplant and possibly forgoing the use of drugs.
