Per capita papers is a brainlet take. Its like saying when fighting a war the per capita soldiers matter than the actual size. Scientific progress is a bulk phemenon. It moves at once. You don't need everyone to be a good scientist like you need everyone to be liberate. So it's not a per capita one. All it took was Einstein, Bohr, Heisenberg, Pauli, Schrödinger, Planck, Feynmamn, Fermi, Dirac and Neumann to propel the boundary of physics into the nuclear and quantum age. Thats right. Those 10 people did more to the world that all scientists combined today.

That said, most of the cutting edge research is still being done in US and the West in general. The Chinese have done a few impressive things, but even then, some of the best Chinese researchers end up in the West.

Australia is an academic powerhouse. Pretty neat :) Many famous mathematicians, physicists, medical researchers, chemists, engineers from Australia.
