Also I want a weird horror Fate who sporadically shifts into one of the prior hosts. It'd be cool and make him less "low tier The Spectre"

How do you mean like he gets bits of the old wearers personalities or he hears their voices

Nabu should be dangerous and alien and sometimes working at cross purposes with mortal heroes but not evil

This, Nabu is supposed to be a lord of order trying To stop the universe from going utterly insane. Like I get that too much order is a bad thing and you need a good balance but just make it so the universe is utter chaos (which it really is) and the Lords of Order are just trying to make sure chaos doesn’t destroy everything

As in

>Two pages later Dr. Fate is clearly some other person we've never seen before.

Same train of thought/consciousness, same costume. I want Dr. Fate to be a distinct entity, an amalgam of all its previous (possibly future) hosts, guided by Nabu, that shifts and changes its physical body.

Make Dr. Fate unsettling and creepy. Give back that early Golden Age horror angle in a new way. It doesn't mean you have to even write him differently, just make readers and characters be really put off by them because they're fucking weird.
