Well for one,all the signs for this movie being one of Disney's more ambitious project were already apparent

The bigger stinger for me personally though is that it was the last remnants of a Disney era where you could transparently see the shift into a more corporate and calculated era and have that be the reason why it was shelved as opposed to actual development trouble(which I refuse to believe was the actual reason)

Disney was on a roll with making big bombastic movies that made bank at the box office, but somewhere along the line some corporate wig said that was no longer necessary and shifted focus with more corporate thinking in mind,only pushing movies that check off enough boxes for old shareholders who dont even watch these damn cartoon movies. Its shit like this why you wont see a big film like Gigantic be made. Its thinking like this why Disney will still make all their 3D movies look the same despite making multiple shorts that CLEARLY show different styles(Paperman and the more recent Far From The Tree). Its probably the reason why the only Pixar film that seems to be getting care and attention is tied to an established IP(Lightyear)
