No. Newspaper strips didn't answer to the CCA but the syndicates had their own clear guidelines about sex, violence, drug use etc, These changed over the decades, and the change in MIss Buxley was an example iof this,

Not so. Most distributors and newsstands wouldn't accept anything that didn't have the CCA seal. Dell and Gold Key got away with skipping it because they mostly handled family stuff like Disney characters and TV show adaptations, It had northing to do with being "greedy," just wanting to stay in business,
